The Ministry of Energy and Mineral Resources (ESDM) has set the Reference coal Price (HBA) for coal sales for the first period of May 2025 at the point of sale Free on Board on the carrier vessel (FOB Vessel) at USD 121.15 per ton. This figure is a slight increase from the previous period of USD 0.95 or a slight increase of 0.79% compared to the HBA for the Second Period of April 2025, which was USD 120.20 per ton.Head of the Bureau of Communication, Public Information Services, and Cooperation (KLIK), Sunindyo Suryo Herdadi said that the Minister of Energy and Mineral Resources through the Ministerial Decree (Kepmen) of Energy and Mineral Resources No. 169.K/MB.01/MEM.B/2025 set the Reference coal Price (HBA) for coal sales for the first period of May 2025 at USD 121.15 per ton, slightly up compared to the previous period."The determination of the HBA for the first period of May 2025 is used as the basis for calculating the coal Benchmark Price (HPB) for the first period of May 2025 for coal with calories greater than 6,000 kcal/kg GAR," said Nindyo in an official statement, Saturday (3/5).In accordance with the Decree of the Minister of Energy and Mineral Resources Number 72 of 2025 concerning Guidelines for Determining Benchmark Prices for the Sale of Metal Mineral Commodities and coal, the HBA value for the first period of the current month is the weighted average volume of coal selling prices at the point of delivery Free on Board on the carrier vessel (FOB Vessel). This is taken into account in the equivalence of the HBA specifications with a sample range of 6,100-6,500 kcal/kg GAR coal sales transactions for royalty payments on the ePNBP Minerba application on the shipping date of the second week of the previous two months to the first week of the previous month. There are four types of HBA based on the calorific value of coal, namely HBA for the equivalent calorific value of 6,322 kcal/kg GAR, HBA I for the equivalent calorific value of 5,300 kcal/kg GAR, HBA II for the equivalent calorific value of 4,100 kcal/kg GAR, and HBA III for the equivalent calorific value of 3,400 kcal/kg GAR.Based on the HBA, the coal Reference Price (HPB) is then calculated, which is influenced by the quality of the coal, namely the calorific value of the coal, water content, sulfur content, and ash content.
